Durable Power of Attorney for them to send any information to his address of record?

Okay, I could use your help.
Remember when I told you that my father was going to a nursing home, due to Alzheimers?
A statement arrived in the mail, from Transamerica.
He has life insurance!
WITH an accelerated benefit for long term care!
After this encouraging development, I asked Transamerica to send information about exercising the LTC benefit, along with notation of his beneficiaries- to his address of record (his wife of 43 years recently passed).
They refused.
They said I have to be a Durable Power of Attorney, for them to send any information to his address of record. I also let them know that he lacks capacity, and he cannot make me his Durable POA. I told them that I am next of kin. They stood their ground.
When I used to work telephone customer service for the home office, we would send statements and forms to the insured, at the address of record, if situations like this occurred. I am just in disbelief.
That said, I will take any advice you can offer.
