Has this issue ever occurred here, in the States?

I have a friend who could use our help. 

He came across this article, “Hundreds of thousands risk being denied life insurance payouts,” with some questions. Note that this article is from the EU, however, he is wondering if the same issue with these life insurance policies has ever occurred here, in the States.

Essentially, this article brings to light a life insurance policy provision that prevents the insured for accelerating their death benefit, if the product is nearing maturity.

I don’t think this could be an issue since the 2017 CSO rolled out, but I am unsure if this has occurred before that?

Anyone have any insights on this topic?
