I feel compelled to comment, that if you are going to opine on annuities in a public domain, you should probably seek the help of a subject matter expert where your experience is lacking.
For your reader’s benefit, the ability to “fully annuitize” a deferred annuity is most definitely a “thing.” It is an alternative to partial annuitization.
That said, it sounds like the annuity purchaser likely has a Guaranteed Lifetime Withdrawal Benefit (GLWB) on her contract, which would allow her greater flexibility than annuitization. It would also be highly likely that the value that her annuity withdrawals are based upon is significantly greater than the surrender value of the contract and likely more than what she would have earned on a Certificate of Deposit (CD). For this reason, it may be beneficial for this woman to keep her annuity.
