Too much business to care about annuity transfers?

I am hearing scuttlebutt that with any annuity transfer coming into some insurers, the home office will stop following-up on the money after the first email or call.
Apparently, these companies are leaving it up to the agent, client, or FMO to close out the case and follow-up on transfers.
What say you?
Laziness?
Too much business to care?
Something else? -sjm
